Minor typo in sentence

There is typo in "14.2.2. Extended Statistics":

Agreed, my thinking is that we should have that be:

Statistics objects are created using the CREATE STATISTICS command.

which is more in-line with how we refer to commands elsewhere.  I'll
make that change and back-patch it later today.
