Description:Database can not be initialized
Details: 

When I try to initialize I get the error:

E:\Program\PostgreSQL\8.3\bin>initdb -D E:\PostgresData -U postgres -W

The files belonging to this database system will be owned by user "Helena".
This user must also own the server process.

The database cluster will be initialized with locale C.
The default database encoding has accordingly been set to SQL_ASCII.
The default text search configuration will be set to "english".

I am from Sweden and using a Swedish version of Windows and with a Swedish
locale.

it not being able to run.

When I run stackbuilder it says that

Translation to English:

XML parse error: Syntax error on line 1. 
Failed to parse the application list
