[OAUTH-WG] Tools wiki update

I've added a use case page and a terminology comparison table to the tools 
wiki. The latter needs some review, given the differences between Oauth 1.0a, 
draft-oauth, and WRAP.

[OAUTH-WG] Discussion Transparency -- github vs tools.ietf.org

It's kind of hard to follow the discussion and to argue when the text being 
discussed changes without notice. Uploading draft versions to tools.ietf.org is 
really easy and the diff display is nicer. Btw, is it a working group draft 
already? If it is, it really should be on tools.ietf.org so we get 
notifications about document changes. If not, calling it 'draft-ietf-oauth' is 
misleading for implementers not familiar with the WG's discussions.
