NIT:

Section 1.1.1 includes the following statement:

"The term "BIER OAM" used in this document interchangeably with longer 
version "set of OAM protocols, methods, and tools for BIER layer"."


But BIER is not used anywhere else in the document. Hence I think you 
can remove this. If you choose to retain it, then it needs to be defined.


Otherwise this document seems ready to go.

Abstract:

   This document lists a set of general requirements for active OAM
