I don't know about 'easy'...
It's a directory in !Scrap: .WWW.NetSurf.Cache
It can be deleted manually, which may or may not help.

There's a nice little utility called !ShowScrap that opens the 
IDdisabled directory for you (then WWW > NetSurf > Cache as above).
I keep it on my launcher (!MenuBar).
