Cache on Atari build

I tried build 2126 and 2127 and they both stopped with a Failed to
Initialise message.

A look in the log showed it was trying top open res/cache/control
so I created an empty folder res/cache

Netsurf was then able to start.

Should this empty "cache" folder be added to the build ?

Is caching now enabled on all the platforms ?

I would have thought that any sensibly implemented system should
automatically create folders that do not exist, rather than die.
