Transfer of first-come on Data::Path

I've transferred the first-come indexing permission on Data::Path from SCHRIECK 
to SVW (Sven, copied on this email).

Marco (SCHRIECK) had done the initial release in 2006. ZAPHAR (Jeremy Wall) had 
subsequently done releases in 2007 & 2008). Neither are active now, and I 
didn't get any response from Marco, so I've transferred the first-come to Sven.
