Taking over Mojolicious::Plugin::WithCSRFProtection

Hi PAUSE admins,

I have tried contacting Todd Bruner to ask him to transfer permission
to Mojolicious::Plugin::WithCSRFProtection, but I have not received a
response. See also

for past conversations with people involved. Could you transfer it to
ISHIGAKI?
