Dave and all,

I contacted apple accessibility last week and they were able to confirm the 
issue.  While I have no idea when it will be fixed, they are aware of it and 
have passed it on to the developers and so we will have to wait and see when 
they fix it.

Here is what I do:

How to go to to the passcode screen when unlocking the phone.
Do a single tap on the center of the screen to wake it up, then if you are not 
already in the area to type in your code, swipe up with one finger from the 
center bottom of the screen and slide the finger up to about 1/2 to 3/4 way up. 
You should find a text field nearish the top to type in and keyboard layout 
nearer the bottom.

How to open the app switcher.
Again, Swipe up with one finger from the center, bottome edge of the screen 
again about 1/2 to 3/4 way up and you will hear VO say app switcher. 

How to close an app and return to the home screen.
Close an app on the app switcher screen. Find the app you want to close and 
with one finger give a short flick  up or down and it will toggle between 
cloase or active when you hear the option you want single finger tap it. From 
any app, go to the bottom center edge of phone slide up only about 1/4 way and 
it will bring you to the home screen.
 
Can one use both Face ID and passcode? 
Yes.
Lastly, any tips on creating and using Face ID?
Call the Apple accessibility help desk and they can do a screen share with you 
to help guide you through face recog setup.

The flashlight cannot be removed from the lock screen under the current version 
of iOS.
I believe this will change with iOS 18.
