The Area To Drop May Be Hidden

Hi, list.

I am trying to add an application to Dock from the Application Folder. I go
to application folder, navigate to my desired application, press VO-Comma,
go to dock and press VO-less than or VO-greater than but I got an error
message saying The Area To Drop May Be Hidden.

Am I doing something wrong? How can I fix this, please?

If you want to add an item from the Application folder, or any other folder to 
the Dock, do the following:
1.  Select/highlight the item you wish to add to the Dock.
2.  Press CTRL + CMD  + Shift + T, , and that’s it.

iTunes store on IOS

for the past few days when I try to update my iPad mini I get the message that 
the app store can't process purchases right now. try again later. my iPad mini 
is first gen I think. it can't go past IOS 9. this is perhaps the problem. my 
phone is updating its apps automatically and seems to be doing ok. does anybody 
know what this means or what the problem may be?

Thanks much, Brad.

When I hit ctrl-command-shift-t on Garage-Band in Application folder, VoiceOver 
says add to Dock, and when I went to Dock, VoiceOver says one new item but I 
could not find Garage-Band there nor the icon count changed.

Am I doing something wrong?
