In LyX, we have M-c CursorDown (lowercase), M-c CursorUp (upcase) and 
M-c CursorRight (capitalize). No toggling, though.

remainder irrespective of whether the word is initially in lowercase or 
uppercase. The present setting (word-capitalize) has no effect on a word 
that is uppercased throughout, leaving the 2nd, 3rd etc. letters in 
uppercase.

and it toggles capitalisation, cycling through 'all lower case -> first
character is upper case -> all upper case' sequence.

Anything like this in LyX? I got a bunch of all-caps text copypasted
and I feel dumb copying it to LO Writer just to fix caps.
