The webpage is set up to test the translation 1) once the translation has been done, 2) the translated files have been returned to Rob, 3) and Rob has uploaded them to the host server of the AOO website. What is the ZIP file? A compressed folder containing the files to be translated and returned to Rob. This is a mailing list where we coordinate all activities. That test was not meant to be done by you or me, but by the Basque volunteers who wanted to update the Basque site. In your case (Thai) http://www.openoffice.org/th/ now contains a link to the wiki page https://wiki.openoffice.org/wiki/TH (that you can now edit) and no other content. Let's start with this. Later, if you want to go for a full website translation (about 30 pages) ask and we will prepare the ZIP file for you too.
