I have the same problem, while doing a regular upgrade the process
freezes while running dkms on the  linux-headers-4.13.0-17 and linux-
image-extra-4.13.0-17-generic.

After killing the dkms processes, I did sudo apt-get install -f (as
suggested) which also froze:

I somehow traced it to a 
   plymouth --ping 
never returning. That command is invoked in 
/lib/lsb/init-functions.d/99-plymouth
I killed the plymouthd daemon and the upgrade script finished normally.

I am also hitting this same issue, with the same USB ethernet device
that the bug opener is also using. According to additional discussion
here, https://forums.raspberrypi.com/viewtopic.php?t=282750, and here,
https://github.com/raspberrypi/linux/issues/3401, the bug appears to
still be active.  Any chance Canonical can work with the raspberrypi
linux project to get this fix upstream?

This happened on an adapter connected to a 10/100 ethernet switch providing 
connectivity for two devices. 
I can provide further logs upon request.
