When I run Discover and set Application-Specific Settings "Position" to "Force"
it does change window position, but on close and reopen the position is about
20 pixels higher than the position entered in the input field.

Setting "Position" to "Apply Initially" is ignored by Discover.

All other programs abide by the rules set in Application-Specific Settings
"Position".

Thank you for the suggestion. 

I hadn't before, but by setting "Ignore requested geometry" to "Force" + Yes in
Application-Specific Settings, it resolved the issue.

To use an external monitor currently the laptop lid needs to be opened. 

In "system settings/energy saving" closing the laptop lid is set to "do
nothing". Both screens will be disabled when closing lid.

Just got back from a trip.

Thank you for your response and taking the time to inform me. Please let me
know if anything is missing, as this was the first time i submitted a
bugreport.

My external monitor is connected via a thunderbolt dock to my laptop. I come
from Unity and there it's possible to close the lid of my laptop and then my
external monitor will become the primary monitor (and disables the laptop
screen in the process).

Proviging the debugging information.

When setting display enabled or disabled, both monitors respond instead of just
the selected display. Is it related or is it a seperate issue and do I need to
make a bugreport for that as well?

I have a laptop screen and external monitor. When I select the laptop screen in
the system settings/displays and set it to disabled, it also disables my
external monitor. When I plug out the external monitor there is no fallback to
the laptop screen, it's just blank from the moment plasma is loaded on boot.

Below debugging is recorded while setting scaling, since I don't yet know how
to repair the plasma install after setting my display to disabled.

My screen is 3200x1800, but there is no option for 1600x900 in the resolution
settings. Options like 1680x1050 and 1600x1024 are available, but are a bad fit

It's quite inconvenient that screen scaling needs a restart. I come from Unity
where scaling is instantly applied. It this not possible in Plasma?

On a clean Kubuntu 18.04 install (plasma 5.12.5, framework 5.44.0, Qt 5.9.5) I
applied the following sequence:

open "System Settings/Network/Connections" select current connection
in tab "IPv4" set "Method:" to "Automatic (Only addresses)"
set "DNS Servers:" to "1.1.1.1, 1.0.0.1"
in tab "IPv6" set "Method:" to "Automatic (Only addresses)"
set "DNS Servers:" to
"2606:4700:4700::,2606:4700:4700::1001"
click "Apply"
open "Terminal"
execute "sudo service network-manager restart"

I've now tested this on 3 other systems, and the sequence works without a flaw.
I guess the problems I have on my system setting up DNS is somehow hardware
related.

I now know it's not just a problem when changing DNS, it also happens when I
set a cloned MAC address. I suspect changing anything in the "Connections"
causes the network to fail, and changing settings back & rebooting does not
make it work again.

In fedora 28 with plasma (5.12.5) it's also happening.
In KDE Neon 16.04.4 useredition (5.12.5) there's no problem.

I've come across another system (also with a pre 2012 motherboard) that has the
same problem with Kubuntu 18.04. So it's not an isolated case.
