I might have found something to help fix this:
In my case the panel always appears on the screen containing the mouse. So if I
login and quickly move the mouse to the "correct" screen (the one I want to
have the panel on), everything is fine. If I leave the mouse on the "wrong"
screen, the panel is on that screen as well.

Is that just me or can anyone confirm this behavior?

Same here. Most of the times "kquitapp plasmashell; plasmashell --shut-up &"
worked.
