There is no reason the real sender couldn't also send the message
directly. I see this at work from time to time, where somebody of high
profile (or their PA) forwards a message that was already circulated
and directs people to act on the contents.

tried encrypted an individual copy for each recipient when you sent an

As already said, there is no Version of GnuPG known to work wiht Windows 
Embedded Compact 7. The last Windows CE I know of where GnuPG was able to run 
was Windows Mobile 6.5 (Windows CE 5 Kernel). I have no idea about Windows 
Embedded Compact 7. And I can not estimate the effort / work required to 
port / compile GnuPG for that platform.

If you have professional interest in this maybe you can contract Werner Koch's 
company g10code ( http://www.g10code.com/ ) to look into this for you.

Sure. One could do this. But I don't see the point of encrypting an 
individual copy for each To/Cc recipient. The only additional 
information a single message encrypted for all To/Cc recipients gives 
the recipients is the list of key IDs of the other recipients. Under 
very special circumstances this could be undesirable, but under those 
special circumstances one probably also doesn't want to have all 
recipients listed in To/Cc. So, we are back to using Bcc or sending 
completely indiviual messages.

My opinion is that it is usually a good idea to
err on the side of caution and use BCC, but in certain specific
circumstances it is acceptable to use multiple entries in To or CC.

Tha mailer to which I was referring actually did send completely
individual messages, when you told it to encrypt a message that had
multiple recipients.
