[VOTE] Recommend Apache Iceberg graduation to top-level project resolution to the board

Hi everyone,

With the support of our mentors (as well as helpful ASF members), the
Apache Iceberg community has voted to graduate to a top-level project.

I propose a vote to recommend graduation for the Iceberg community to the
board. Here is the proposed resolution:

```
Establish the Apache Iceberg Project

WHEREAS, the Board of Directors deems it to be in the best interests of
the Foundation and consistent with the Foundation's purpose to establish
a Project Management Committee charged with the creation and maintenance
of open-source software, for distribution at no charge to the public,
related to managing huge analytic datasets using a standard at-rest
table format that is designed for high performance and ease of use..

NOW, THEREFORE, BE IT RESOLVED, that a Project Management Committee
(PMC), to be known as the "Apache Iceberg Project", be and hereby is
established pursuant to Bylaws of the Foundation; and be it further

RESOLVED, that the Apache Iceberg Project be and hereby is responsible
for the creation and maintenance of software related to managing huge
analytic datasets using a standard at-rest table format that is designed
for high performance and ease of use; and be it further

RESOLVED, that the office of "Vice President, Apache Iceberg" be and
hereby is created, the person holding such office to serve at the
direction of the Board of Directors as the chair of the Apache Iceberg
Project, and to have primary responsibility for management of the
projects within the scope of responsibility of the Apache Iceberg
Project; and be it further

RESOLVED, that the persons listed immediately below be and hereby are
appointed to serve as the initial members of the Apache Iceberg Project:

discharged.

[VOTE] Graduate Apache Hudi (Incubating) as a TLP

Hello all,

I would like to call for a VOTE for graduating Apache Hudi (Incubating), as
a top level project.

Please vote on the resolution pasted below to graduate Apache Hudi from the
incubator to a Top Level Project.

This vote will open for at least 72 hours.

Apache Hudi (Incubating) entered the incubator in Jan 2019, the community
has grown vibrantly since, with all the design, development happening on
the Apache infrastructure, the "Apache way".

To list a few of the community's achievements,

- Accepted > 500 patches from 90 contributors, including 15+ new  design
proposals
- Performed 3 releases with 3 different release managers [5]
- Invited 5 new committers (all of them accepted)
- invited 3 of those new committers to join the PMC (all of them accepted)
- Migrated our web site to ASF infrastructure [1]
- Migrated developer conversations to the list at d...@hudi.apache.org
- Migrated all issue tracking to JIRA [2]
- Apache Hudi name search has been approved [3]
- Assessed ourselves against the Apache Project maturity matrix [4]
- We have built a meritocratic, open collaborative process, the Apache way
- Our proposed PMC is diverse and consists of members from ~10 organizations

We discussed our readiness for graduation as a community [6] and voted
unanimously in favor [7] (results summarized in [8]).  We have collaborated
on a resolution for graduation, including PMC membership and PMC chair. We
have also addressed the issues raised on the general@incubator DISCUSS
thread [9].
