These are coming from the ethereum tests repo. I think we will find a new way 
to package sources without those tests and check out the git repo at test time 
then. Does that work?

Both web3j and Tuweni took this class from the Bitcoinj project. The file 
mentions its origins. I can change the header as needed.

Board@ subscriptions

Hello

Quick protocol question as the board isn’t fit for purpose and I’m fed up
of it clogging up my inbox. Do incubating project chairs for incubating
projects have to be subscribed to board@?

If so I’ll start the process of replacing myself as DRAT chair. If not I’ll
just unsubscribe.

Tom,

We need to fix board@. You are correct that it isn't usable currently. Not
for you. Not for the board.

Can you make suggestions about what levels of moderation / social
enforcement would make the mailing list tolerable for you but (from your
understanding) would be acceptable?

[VOTE] Heron Release 0.20.1-incubating Release Candidate 3

The Apache Heron community has voted and approved the proposal to release
Apache Heron (Incubating) version 0.20.1-rc3.  We are missing votes
from mentors on the project as we only have one vote in.  We request
