[RESULT] [VOTE] Release Apache REEF 0.12.0-incubating (rc2)

Hi,

Voting for Apache REEF 0.12.0-incubating (rc2) is now closed. The release
has passed with three binding +1’s, five non-binding +1’s and no other
votes. Thank you everyone who participated!
