[DISCUSS] Graduate Apache Olingo as TLP

Hello,

Apache Olingo is in incubation since August 2013. Since then the
project made a lot of progress, has created 2 releases (where the
3rd one is in progress), added 7 new committers and has now 18 in
total and got two major code contributions [1]. Also the mailing
list is quite busy and many people do show interest into the
project [2].

The Olingo community did agree to graduate and had voted for a
resolution proposal [3, 4]. The resolution  is added to this mail
and and we would like to ask the IPMC if there are any objections
to it.

## Resolution to create a TLP from graduating Incubator podling

X. Establish the Apache Olingo Project

   WHEREAS, the Board of Directors deems it to be in the best
   interests of the Foundation and consistent with the
   Foundation's purpose to establish a Project Management
   Committee charged with the creation and maintenance of
   open-source software, for distribution at no charge to
   the public, related to providing an implemention of the
   OASIS OData (Open Data Protocol) specifications, in
   server and client form.

   NOW, THEREFORE, BE IT RESOLVED, that a Project Management
   Committee (PMC), to be known as the "Apache Olingo Project",
   be and hereby is established pursuant to Bylaws of the
   Foundation; and be it further

   RESOLVED, that the Apache Olingo Project be and hereby is
   responsible for the creation and maintenance of software
   related to providing an implemention of the OASIS OData
   (Open Data Protocol) specifications, in server and client
   form; and be it further

   RESOLVED, that the office of "Vice President, Olingo" be
   and hereby is created, the person holding such office to
   serve at the direction of the Board of Directors as the chair
   of the Apache Olingo Project, and to have primary responsibility
   for management of the projects within the scope of
   responsibility of the Apache Olingo Project; and be it further

   RESOLVED, that the persons listed immediately below be and
   hereby are appointed to serve as the initial members of the
   Apache Olingo Project:

 * Christian Amend

   NOW, THEREFORE, BE IT FURTHER RESOLVED, that Stephan Klevenz
   be appointed to the office of Vice President, Olingo, to
   serve in accordance with and subject to the direction of the
   Board of Directors and the Bylaws of the Foundation until
   death, resignation, retirement, removal or disqualification,
   or until a successor is appointed; and be it further

   RESOLVED, that the initial Apache Olingo PMC be and hereby is
   tasked with the creation of a set of bylaws intended to
   encourage open development and increased participation in the
   Apache Olingo Project; and be it further

   RESOLVED, that the Apache Olingo Project be and hereby
   is tasked with the migration and rationalization of the Apache
   Incubator Olingo podling; and be it further

And a bump.  We're getting close to 72 hours already.  We don't want to rush the
vote, but if it is possible to get it done before the board meeting on Wed, then
we could graduate before ApacheCon which would be very nice.

Hi James:

I went through the source and binary tarballs and can't seem to find a
DISCLAIMER file, or a notice as required by [1]. I note that a
DISCLAIMER file is only a SHOULD[2], but the notice MUST be present
somewhere[1]. Did I miss it somewhere? It seems to be the only problem
keeping me from issuing a positive vote.

I also note that a small number of files are missing license headers,
which I don't personally hold be blocking a release, but should be
fixed.

Thanks for the review, David. We do have a NOTICE.txt in both the source
and binary tar ball (in the phoenix-2.2.3-incubating directory). Is that
the correct way to do it?

We'll add the missing license headers in those couple of example files
where it's missing for our next release.
