For panic backtrace 'options KDB_TRACE' + 'options KDB' are needed; however,
since the driver was marked as 'tested' in
https://wiki.freebsd.org/projects/ifnet/net80211 and this PR is ~7 years old I
assume it's no longer relevant; in case if that's not true feel free to reopen
the PR.

This code path does not exist since base r178354 and the last well-known (rare,
but anyway) ioctl race was fixed in base r343213; I don't think this issue is
still relevant.

Should be fixed after:
 net80211(4) part: base r302202, base r306139
 ath(4) part: base r291304, base r297729

(for me RTL8188EE and RTL8188EU on a single enforced channel (11) correctly
merge into a single ad-hoc network).

Re: failed to initialize Intel 9560 wifi driver

After rebase, the firmware still doesn't work. It returned the statux
0xdead on the ALIVE packet.
We don't know how to diagnose since we don't have the datasheet for the chip
.

I checked:
1. The current iwm's init code before waiting alive packet is similar to
linux's iwl driver. I don't know if there is a necessary register we should
set.
2. I see the version 34 of the loaded ucode from TLV field. That means the
system doesn't load an empty file. But, I am not able to confirm if each
byte is correct.
