  lang/ruby27: throw out irb, ri, rdoc from lang/ruby27

  because they're provided as "default gem" since Ruby 2.6.

  We provide "default gem"s as gem ports rather than a part of lang/ruby*
  port.  files/patch-tool_rbinstall.rb makes not to install such default gems
  however hollow wrapper scripts bin/{irb,ri,rdoc} and their manpages were
  still left.

  This commit intend to move out such wrapper scripts and manpages to gem
  ports completely.

I think Ruby 2.7 is now ready after r528339. Could you test gitlab,
redmine and other ports you maintain? Also let's request exp-run
to switch default Ruby.

I hope we could switch to Ruby 2.7 before next quarterly branched.

I tested ruby 2.7 with gitlab-ce and it does not work.
I see a lot of errors so we have to wait till gitlab is working with ruby 2.7.

Lets see, maybe the next version works (they release normally on the 22.).

of gitlab.
