Since I don't exactly understand pf, havgn never used it in production, I 
don't really understand what you are trying to do but it would surprise me if
there was no way to do it just in ipfw. The only pf feature it definately
doesn't have that I know of is the fingerprinting.

Have you configured this card in rc.conf ? 

If no please check that with configured card ( ip, netmask for this interface
in rc.conf ). I saw this same problem but on unconfigured interface.
