newcons

Bugs 261909 and 261914 use the word 'newcons' which was vaguely familiar 
to me, but had no real meaning. Not properly documented:

reminded me that a few months ago the word was known to someone in IRC;

At  I thought, the phrase
'Port Management Team' (singular) looked slightly peculiar so close to 'Ports
Management Team' (plural). 


On one hand, re:  the Charter
 is approved by the Core Team, so we
might assume that plural is correct: 

Ports Management Team


On the other hand, this command finds many matches for singular: 

grep -r -i "Port Management Team" /usr/doc/website/
