Handbook and Jails outdated reference

Hello,

The HandBook (in the 5.4.2 jails section) made a reference to a tool for jails 
management in FreeBSD port that is now abandoned. (sysutils/jailutils 
).

The sysutils/jailutils 
 author

I think we can remove this part of the handbook
OR
advise the reader to read about these 2 tools that are now the most actively 
used for the management of jails : ezjail and cbsd

Note that the following section (15.5) already provides a quick ezjails 
introduction.

I was going to change this sometime ago, however was noted by clusteradm@ that
we still do support cvsup as some businesses still rely on the service, and it
hasn't been shutdown. This may no longer be the case, now, however it recently
was still a service being provided.

We should replace it with equivalent instructions for svn/p4/git though, since
the general advice is still useful.

The SVN->CVS mirroring stopped some time ago so it hasn't been useful for a
while. AFAICT all of the infrastructure is now gone.
