This started with Ubuntu 15.04 or maybe with an earlier release, and is still there in Ubuntu 15.10, also on machines I did a fresh install. Public bug reported: As per Notification Desktop Specifications and NotifyOSD Specs², if a notification provides a "replace_id", and a notification with that id is shown or in queue, we should replace that with the last one. This is something that notify-osd doesn't do. Breaking the protocol expectations.
