Just a quick update. I had a couple of days last week where I didn't
have this problem. However, I do have it this morning and I have
rebooted (actually shut down and booted) literally about 6 times and get
the problem each time. Am thinking of upgrading to 13.10.

  In the last week I have found that my desktop background is not
  refreshed when I drag windows across the screen. This also happens
  when windows are minimised or closed. It is especially noticeable when
  compiz animations are used as the window shrink/blur remains on areas
  of the screen where only the background shows. It has been reported on
  AskUbuntu with the title of 'Unity desktop "smears" (doesn't refresh)
  and shows no wallpaper' and one contributor says it doesn't happen
  with Cinnamon (though their post was deleted as not being an answer,
  as was mine). My wallpaper does not show either, even after I changed
  it, and it used to.

  My hardware it AMD A10-5700 with 7660D graphics on Ubuntu 13.04 with
  latest updates. I am using the fglrx-updates driver.

  Others (on AskUbuntu) tried different graphics drivers but it didn't
  help. I have not tried with 13.10.

Since I upgraded to 12.04 recently I've started to notice this problem.
Namely, indicator-datetime-service was still running at 100% CPU, and
was quickly restarted (with just highter PID) after killing its process.

However, I was puzzled why at the same time some geoclue- related
service also worked? I've found that indicator-datetime package indeed
has a dependency upon: geoclue-yahoo | geoclue-provider. Then I have
started to suspect that the real problem somehow comes from issue with
geoclue - and I was right (in my case).

MY SOLUTION:
I have used aptitude and marked geoclue-yahoo to be uninstalled, then I solved 
the now missing dependency by marking geoclue-ubuntu-geoip to be installed. 
After installation geoclue provider was essentially switched. Now I have no 
more 100% CPU problem, but a usable system instead.

Probably I could have used any other package that is listed in geoclue-provider 
virtual package, and there are many.

More to this than meets the eye. I'm runningTahr in latest VBox with
Guest Additions.

Logging into Gnome Flashback, system OK with just 1 workspace and my
desktop is as expected. If I increase that to 4 and switch away from #1,
lose my wallpaper and panels - blacked-out screen - have to close VM to
get out.

Logging into Gnome Flashback No Effects, I can use all 4 of the
workspaces.

I don't have proposed enabled in 13.10, and I have the issue, but it looks as 
though the proposed "fix" doesn't always fix it from a few of the above 
comments.
I have variety (wallpaper changer) installed which shows the time on my 
wallpaper, but this is annoying to have to Ctrl Super D to see what time it is.

  On Ubuntu Saucy, the global menu is quite buggy with some applications
  like Sublime Text 3, and fails to update quickly when I switch from an
  application to another (i.e. takes something like two seconds).

  to appear, doesn't appear at all, or only draws the outer shadow.

  This bug wasn't present with raring.

I am non @Jason, but I've set "org.gnome.desktop.wm.preferences focus-
mode 'sloppy'" and then killed gnome-settings-daemon. It got restarted,
and the 'sloppy' setting stayed as I've set it.

I'm using Ubuntu 13.10 and once I noticed behaviour described in comment
#4: alt-tab works, but it's window is behind other windows --- I can see
it if I do alt-tab on workspace without windows. Also, such bug once
occured on computer of my friend.

HUD dialogs (raised by pressing "alt" or "super" key) in background too.

  shut down, power off, log off menu not working

  I have just upgraded to ubuntu 1310 by upgrade tool. Since I have
  restarted the computer the power off menu shut down, restart, log off
  functions are not working at all. I cannot shut down computer from the
  menu. However I can do it from cairo dock's menu. Cairo Dock gives
  unity options to shut down or restart as it should be. Also the
  physical Power Button of the laptop gives 4 unity options. Other menu
  options are working such as system information, lock donw. When I have
  upgraded I have chosen to keep all config files that I had a question
  window for it, mostly xdg/autostart. I dont know this has got anything
  to do with it.

  shut down, power off, log off menu not working

Bug description:
  I have just upgraded to ubuntu 1310 by upgrade tool. Since I have
  restarted the computer the power off menu shut down, restart, log off
  functions are not working at all. I cannot shut down computer from the
  menu. However I can do it from cairo dock's menu. Cairo Dock gives
  unity options to shut down or restart as it should be. Also the
  physical Power Button of the laptop gives 4 unity options. Other menu
  options are working such as system information, lock donw. When I have
  upgraded I have chosen to keep all config files that I had a question
  window for it, mostly xdg/autostart. I dont know this has got anything
  to do with it.

It's a little better for me now but it's still nowhere like before this

Bug description:
  Impact: high CPU/memory usage from unity-panel-service

  Test case:

  Open a large image in the GIMP and activate a lot of items from the
  global menu. Using shortcuts is enough and faster to reproduce this
  bug (I've always used Ctrl+A and Ctrl+Shift+A). Memory usage of unity-
  panel-service increases steadily and it uses a lot of CPU shortly
  after activating the menu items in a short time.

  Regression potential: check that the menus are stable/working as they
  should

  Just going about my business on Ubuntu Raring amd64 on an x230 and I heard 
the fan kick into action.  top showed me that unity-panel-service was consuming 
all the free cycles on one of my CPUs.  I killed it before my machine 
overheated, so I didn't attach a debugger to see why it was totally pegging out 
a  CPU.

  I'm not sure if this adds any context, but I was using a LibreOffice
  spreadsheet and I could not insert a table because the menu had lost
  it's mind, and then I observed the overly loaded CPU a very short
  while after that.

  just upgraded to 13.10 on an EEEPC 1000H. Bluetooth used to work just
  fine. Now it is now totally useless.

  adding device: timeouts if you tick for dun networking

  selecting browse files from bluetooth indicator: does nothing at all.
  does not even open nautilus or a file browser to explore the device.

  sending files: opens a window with
  GDBus.error.org.openobex.Error.Failed:Unable to request session

  trying to send file from phone to computer: fails

  bluetooth-applet: this is missing from its package!

  
  Even before fixing: put this in the release notes!!!  Who needs bluetooth 
should wait for some fix before upgrading.

@Sebastian, it is weird, now that I am paying attention, I realise that
it is not resetting on every login, and I think at least once it got
