Only the netinst image requires network connection. This image
contains just the minimal amount of packages to install the base
system; from thereon the remaining packages are installed over the
internet.

For your purpose, Steve, the desktop installer-iso mentioned by
golinux might be the best choice. As a complement, cd2, cd3 and cd4
contain more packages sorted by popularity. So labeled images are
entirely optional and play the role of a local repository that can be
added with "apt-cdrom add". Hence, they aren't meant to boot.


.. and nowadays there is the "pool1" ISO that includes the 5000 "most
popular" packages. That's double of desktop ISO which merely includes
the 2500 most "popular packages".

[DNG] OpenPGP key for Devuan Release ISOs?

I see that the ISO images are signed.  I've tried to fetch the signing
key[1] again,

$ gpg --keyserver keys.gnupg.net \
  --recv-key E032601B7CA10BC3EA53FA81BB23C00C61FC752C

$ gpg --keyserver keys.gnupg.net \
  --recv-key BB23C00C61FC752C

$ gpg --keyserver keys.gnupg.net \
  --search-keys BB23C00C61FC752C

but get an error instead with each of the above methods:

 gpg: keyserver receive failed: Server indicated a failure

What is the current / correct location to find the public key to check
the releases with?

If you additionally want to be able to do an offline version of

apt get upgrade

I believe the software to use is "apt-offline".

It will let you 

- Build a list of files on your offline system
- Sneakernet with those data to an internet-connected system
- Have it selectively fetch the necessary files and dependencies
- Return to your offline system with those files
- Upgrade with those files

It might be smart enough to let you update (with dependencies) only
select software; I don't remember.

There is no 'correct' location, you need a proper chain of trust in order to
really verify the signature...

You can try keyserver.ubuntu.com; looks like keys.gnupg.net is
overloaded/offline...
