can't find index

I have done the first part of the tutorial many times and suddenly, doing 
it one more time, I get this message.  I am in the right directory and I 
have checked the code in urls.py many time as well.  What is going on?

Using the URLconf defined in rbsite.urls, Django tried these URL patterns, 
in this order:

   1. polls/
   2. admin/

The current path, index, didn't match any of these.

You're seeing this error because you have DEBUG = True in your Django 
settings file. Change that to False, and Django will display a standard 404 
page.

Part 1 migrate

I have tried this many times and made it to part 4 only to get stymied, so 
I start over.  The last few tries, when ever, in part 1, I do the first 
"python manage.py migrate" command everything goes haywire.  All my 
directories are underlined in red,  Then when I set up the models (db) and 
run "python manage.py make migrations" I get no changes detected even this 
I added the app and made the entries in models.  This has happened three 
times in a row now.  I am using PyCharm and have been using PyCharm.

migrate error in manage.py

When I try to run "python manage.py migrate" I get an error "invalid 
syntax" that points to ")  from exc". How can I fix this?
