yes, we could publish your RHEL rebuilds as an experimental repo
outside CentOS CloudSIG

We are bootstrapping the RHEL8 Train packages in 
https://trunk.rdoproject.org/rhel8-train . Not all packages are there yet, but 
it should be completed during the weekend.

It may be worthy to check if those are actually required or we can clean it
up. Until then, you can try to rebuild it from fedora:

nova.spec, I've opened
