[DISCUSS] 4.15.1.0 and 4.16.0.0 timeline

All,

With 4.14.1.0 released and announced yesterday, I propose an rough timeline for:

4.15.1.0 release: target for Q2 2021
(4.5 weeks) ongoing - 2 April 2021: accept all bugs, issues, improvements 
allowed in LTS [1]
(2 weeks) 8 April - 19 April 2021: accept only critical/blocker fixes
(1 week) 19 April - 23 April 2021: stabilise 4.15 branch, accept only blocker 
issues if any
WC 26 April - onwards - Cut 4.15.1.0 RC1 and further RCs if necessary, 
start/conclude vote, and finish release work

4.16.0.0 release: target for Q3/Q4 2021
Let's discuss the actual timeline after 4.15.1.0 and if anyone else wants to 
volunteer as the RM.

GSoC21 Mentor Eligibility

All,

Does ASF require that mentors for GSoC21 are committers or PMC members
of the project, or can it be any community contributor recognised by
PMCs?

I would say there are no hard limits here :)
The only thing that is MUST: mentor should be ACKed by PMC

But IMO mentoring will be much easier with commit access to the project :)
