Local disk full while creating snapshots

Hi guys,

we are running intro strange situation, where local our /MNT folder on KVM
nodes (where Secondary Storage gets mounted by Default) - becomes full 100%.

During snapshots create, volume is moved from Primary Storage (CEPH our
case) to /MNT/xx - but sometimes this  folder seems to be local, or
Secondary Storage not mounted for some reson on this  folder, as it
should be.

I'm wondering if anyone experienced this, while we examine the code/logs in
the background..?

Have not been fixing the style and formatting by hand but relying on the

@Sebastien,  thanks for the feedback.  please note that the goal of this 
exercise was not to impact any users during this migration and hence the 
efforts to place the content at a location where we could move it to.  Since 
Wido is ok with hosting the content on 'cloudstack.apt-get.eu', it is even 
better.  I will work with Wido on the next steps.

to the role base access That Min and Pradhi(not sure if I remeber her name
correctly) where implementing for 4.4. It failed then because the work was
taking much more effort then estimated but it was pushed to git.wip-us. Did
you look at thaat work?

Thanks for the comments.

Yes, I looked into it but the IAM-services related work started by some of our 
former colleagues was not in a good shape to be picked up, it also introduced 
resource level fine-grain ACLs that would have required a lot of effort to both 
implement and test thoroughly.

The proposed solution is not the final solution to the rbac problem, but aims 
to solve for role/account management issues for operators while ensuring strict 
backward compatibility, an upgrade path from static based system to a db-backed 
dynamic system and allows scope for future improvements.

To share some progress, the feature implementation so far looks promising and 
I'm trying to nail down the edges around upgrade process.
I'm also investing a lot of time of marvin tests to ensure high quality 
delivery of this feature.

@kollyma This was happening for swift because the `template.properties` 
file was not correctly populated. So, when a management restart happens, it 
syncs data from the secondary storage to see which files are present and which 
files need to be downloaded and it is at this point that the managment server 
sets the templates in the DB to `not ready` state. I'm not sure if this is the 
case with pure NFS but you might want to look at your `template.properties` 
files on the NFS to make sure they are correct.

There is a lot going on here and I don't like that Travis is failing since 
it tends to be pretty stable.  Also, Travis is failing with a "Pull Request 
#1397 maven: Upgrade dependency versions" error, which seems relevant since 
there are ton of packages changes in this update.  

I would like to better understand why Travis is failing this way.  
@jburwell do you have thoughts on this?

timeout period (30mins) https://travis-ci.org/apache/cloudstack/jobs/117688064
This has been going on for a while, we'll need to survey the set of smoke 
tests included in each run and optimize them (esp the global settings etc)

@swill I agree there a lot of incongruent changes in this PR.  I would like 
to see it decomposed.  For example, the Bouncy Castle upgrade should be 
completely separated into a dedicated PR.  I would also like to understand what 
is motivating many of the dependency upgrades.

I am pretty comfortable with this PR given the scope of the change.  Thanks 
@milamberspace for testing.  Should this be committed against 4.7 and then 
forward merged?  I am not entirely sure what the guidelines are for the types 
of changes that should be merged into previous releases.  I know features 
should be against `master`, but I am not sure the details beyond that.  
@remibergsma do you have any guidance on this topic?  Obviously the branch a PR 
it is opened against suggests a course of action, but I would like to have a 
clearer understanding of this.

@insom with this changes there is still one place where the applyConfigToVR 
is not provided with this timeout parameter (line 183, same class). This 
function is actually called only in those 2 places. If it comes to a state 
where you will always supply the timeout, remove the one which doesn't require 
you to.

Also, if you plan to always supply the timeout, a change into lines 378 and 
379 would provide more coersion:
```Java
if (timeout < 120) {
timeout = 120;
}
```
into:

```Java
if (timeout < VRScripts.DEFAULT_EXECUTEINVR_TIMEOUT) {
timeout = VRScripts.DEFAULT_EXECUTEINVR_TIMEOUT;

@alexandrelimassantana Agreed, thanks for the review. I've added a commit 
removing the prototype with the default. That has allowed me to remove that if 
altogether and place it inside the `applyConfigToVR` method.

@DaanHoogland Because the original commit is about the wrong signature for 
the method being used I'm not quite sure how to add tests for it. I hope that 
this second commit will help as it means the compiler can enforce things. 
Thanks for the review!

(Also it's Friday and I don't have a Maven install on this laptop - should 
pass the CI tests, if not, I may need to come back to it on Tuesday).

@swill I've fixed for Travis now, locally I was successfully able to run 
more than 50 smoke/component tests against simulator. The Travis test result 
printer is fixed now and will also show the 'time taken' in seconds in the 
tabular output.
