The code branch cassandra-4.1 has been created. Trunk is now dev towards 4.2

Jira has a new version 4.1.x for unresolved issues intended for the
cassandra-4.1 branch.
Trunk issues continue to use 4.X

The changelog is wrong. I am fixing and will recut.

FYI everyone, our current process and docs state we don't add the new
version into the CHANGES.txt until the release passes vote and is
published. That is, just keep adding entries to a version number even
if it has a test candidate out) ref:
