It's as if the frame buffer is occasionally replaying the last few frames. It looks like Wayland is being used, never Xorg. Indeed this is a feature of GTK4. And GTK4 is a feature of most apps in Ubuntu 24.x. It won't be fixed because that's a political discussion for GTK, not for Ubuntu. But you can avoid the issue by using Ubuntu 22.04 instead, which is supported until at least 2027.
