Plucky upgraded, GNOME Wayland session, extensions totally disabled.

In my memory, this came with the upgrade gtk4 4.17.1+ds-2.
But I'm not sure it was even the previous 4.16.7 upgrade.

To be clear:
- GNOME Shell is fully reactive during these ~10-20 seconds after opening 
session
- back from lock or suspend does not trigger the issue
