Bug#810913: mesa: Enable OpenCL on ppc64el

OpenCL was disabled on ppc64el due to an altivec-related build failure. 
The attached patch fixes the build failure and reenable OpenCL on ppc64el.

Note that an upstream bug report was filed here:
https://bugs.freedesktop.org/show_bug.cgi?id=93687

It is currently unknown who is actually responsible for the final fix,
however the temporary patch works for now.

Hello,

after recent upgrade I cannot start X server from the console (as root).

X server starts normally when systemd spawns the display manager on boot.

However, starting the X server by hand or resterting the display manager from 
console fails.

I have no idea what to check here.

I'm using a thinkpad X220.  I launch X11 from vt1 (after logging in to
a text-mode console) with:

 exec startx &>~/.xsession-errors

I get intermittent X.org crashes (segmentation faults) which usually
happen when i do things like:

 * dragging an object within inkscape
 * adjusting sizing, volume, or position of a vlc window
 * zooming or panning inside a marble window
