Yes, this was my first thought, too.
But on the debian-installer page, we also don't have the live images listed for 
example.
While on the distrib page, they are listed.
So the distrib seems a bit more generic IMHO and therefore I thought it
fits for the win32 installation method as well.

so, changing english/template/debian/countries.wml line 15:
  $countries{$code} = $_;
to
  $countries{$code} = pack("U0C*", unpack("C*", $_));
may fix this. 
no test has done for this, though.
