I did check the build and it worked locally, or at least this was my
opinion. Now I understand I was wrong, but I still cannot find the right
way to add Dominican Republic or other countries. Could you please
better explain it to me?

I mean: how may I check perl output if I do not insert (yet) that line
in consultant.data?

Let me try, please let me know if I'm not clear enough in my explanation.

Within the webwml/english/consultants directory, you can simply execute
the ./count Perl script and look at its output. After a quick look at
the code, it simply chooses its entries from the
# Consultant:
comment in the consultant.data file, so you just need to write the exact
same thing after “# Consultant:” and before “_count” (space character
allowed). Please note that space character is not allowed in anchor (but
the anchor doesn't need to be exactly the same, even if it may help to
have consistent entries).

Please share it somewhere (even privately), I prefer not to reinvent the
weel.

However, I was thinking about something which completely removes the
need to add the "past_event" tag.  So the question I forgot to ask is:
what is the rationale for this tag?  Should not the mechanism that adds
this tag be added to index.include?

Just to be sure we are aware of our website (I was not), please note
that, as Richard Atterer replied [1] at Francesca's initail email, we
ATM specifically allow such modifications [2].

Last time I checked, I thought it was only used for display purpose, so
if someone provides a way to define an event as past based on its
($end)date, rather than the existence of the “past_event” tag, I believe
it would be a great improvement.

Please note that I didn't dig in the VCS or the mailing lists to check
if there was another rationale for this tag when it was initially defined.

One iCal feed per year for past events.

Sure.

For further reference, if one format can easily be used to generate the
other : an RSS feed could also be nice (for future events). I think
Francesca already began to work on the RSS feed (well, I have an
uncommitted draft for an events RSS feed on my local repository, and I
can't remember playing with that myself ;-).
