Nope, your change should be enough. DB should be emptied only when mucking
in transmonitor-check, which is the script which fills it. 
gen-files.pl is the script which use the DB to generate the stuff. 
This stuff is then included in the tmpl.src page by the script fix-files.sh.

By the way, I did also quote the other anchor I added in previous change.

Something for CD vendors page

Hello,
  I look after the Debian CD page at http://www.debian.org/CD/vendors/
every now and then I get complaints about a particular vendor and if
it looks legitimate, remove their entry.

Reading the page, it may be thought we have given these vendors some
sort of approval.  We don't, if they email their details and look like a
web store they get put on there.

I think the page needs some information about it, roughly saying here
the vendors are but they're not related do Debian and we dont endorse
them or something.  I don't want it to be too down as the majority of
vendors are fine businesses.

Any suggestions for what to put there?
