what is form action="user.php" mean?

Dear webmaster of debian or any linuxer:

   I had a site using html
it seem for me form only can have one action , I need more than one, 
both record data and also send visiter or another page ,


  now I see some you your website 's source code it use form 
action="user.php or serarch.php"


   what is that can achieve two actions?

  I used tradition
"http://www.abc.com/cgi-bin/entrance.cgi";

  in my /usr/lib/cgi-bin/  directory, it contain entrance.cgi with one 
sace character in it, I especially make it as chmod 777 and the 
directory /usr/lib/cgi-bin


  but when I hit the submit bottom

  it give me error

Internal Server Error The server encountered an internal error or 
misconfiguration and was unable to complete your request.

done that may have caused the error.

Excellent! We'll just trawl through the 4 Gigs of files across 8
websites in 20 languages until we find it!!
