Yes, dependencies on the *.title files should be added to the Makefiles.
I just did it in the english directory (english/News/Makefile and
english/News/199?/Makefile).

Thanks for telling us.  This is a web server configuration issue I think.

Webmaster, do you have any thoughts? Is this something we need to try
to fix in the documentation, i.e, link to a ftp file instead?
