Bug#940553: Bug#941807: r-cran-recipes: autopktest depends on r-cran-rsample which doesn't exist

Hi Paul,

I took the freedomto upload a few r-cran-* packages with new
test-depends which are only in new.  In this case it is:

  https://ftp-master.debian.org/new/r-cran-rsample_0.0.5-1.html

Its probably not the best idea for you and those who are watching test
results closely.  However, I would have either needed to patch the tests
to exclude the new dependency or deactivate it just to activate it later
again.  So I took the freedom to let those packages temporarily fail the
tests until the new package is accepted (which to my experience went
relatively fast with r-cran-* packages).

I hope you do not consider this procedure as a bad idea.  I always
tested the test suite with the package in new and can confirm that
this bug will close automatically.
