To my knowledge there's no specific *policy* within Debian which
explicitly lays out how to deal with this particular circumstance in
detail. Common sense and courtesy, however, would dictate that you
abide by the wishes of the software's author(s) while possibly
engaging them in a civilized discussion to better understand their
position and any potential compromises (for example, working with
them to provide debs and public apt repositories integrated with
their version control and release scripts).

LIGGGHTS stands for LAMMPS improved for general granular and granular
heat transfer simulations.

LAMMPS is a classical molecular dynamics simulator. It is widely used

Thanks to physical and algorithmic analogies, LAMMPS is a very good
platform for DEM simulations.
LAMMPS offers a GRANULAR package to perform these kind of simulations.
LIGGGHTS aims to improve those capability with the goal to apply it to
industrial applications.

Rather belated, I have now created a git repository for packaging of
Thomas Dickey's autoconf fork, visible at
http://git.debian.org/?p=collab-maint/autoconf-dickey.git;a=summary.

Craig, would you be willing to sponsor that package since ncurses is one
of its potential users?  Otherwise I'll ask on the debian-mentors
mailing list.

CLFSWM is a 100% Common Lisp X11 window manager (based on Tinywm and
Stumpwm. Many thanks to them).  It can be driven only with the
keyboard or with the mouse.

A display contains a root frame and its children. A child can be a
window or another frame. The root frame or its children can be the
current root. The current root is fullscreen maximized (no
decorations, no buttons, no menus: nothing, just the application
fullscreen!).

CLFSWM is highly dynamic. By default there is only one frame (the root
frame). Other frames are created/deleted on the fly. A window can be
in more than one frame, so it can have multiple views of the same
windows.

Using CLFSWM is like walking through a tree of frames and
windows. Enter in a child to make it the current root and make it
fullscreen maximized. Leave it to make its parent the current root.

Bug#626243: Dependency missing

I could spend some work on removing that jar as a dependency... by 
coding a range slider by myself. In case this is a showstopper.

I'll sponsor it. It sort of makes sense because it is used by ncurses to
