The simple:
When kde application hawe menu "&Правка" ("П" underless) and I press Alt+G
menu not select, and when I press Alt+П (on russian keybord) menu is select.
Look to gnome application - they is undepended.

I guess this is really a bug. Does it happens on _all_ KDE's programs or just
some particular one? If it's the later case, it may be a translation problem
