Python2 support is being removed from the upstream package python-debianbts.
After buster, I'll drop Python2 support from the Debian package as well. Please

Bug#919204: irqbalance FTBFS (with patch)

irqbalance fails to build on hppa because of two reasons:

1.) irqbalance fails to correctly detect the actual CPU count, this is because 
on parisc file like 
/sys/devices/system/cpu/cpu0/online don't exist, instead 
/sys/devices/system/cpu/cpu0/hotplug/state needs to be examimend.

2.) On newer kernels you can't echo 0xfff into the files like 
/proc/irq/100/smp_affinity.
This returns EOVERFLOW on newer kernels, which is probably why it fails on 
parisc (we run latest
kernels on the buildd), while other architectures have older kernels.

Attached patch fixes both issues, and it should generate no issues on other 
architectures (instead
it fixes them too if their kernels gets updated),

What seems like a good idea, is a bad one. Now the version tracking
refers to a version that doesn't exist yet (from an archive pov). The
usual process is as follows:

* If you fix a bug in git, you make sure that debian/changelog contains
  a suitable (Closes: #NN).
* Optional: A salsa web hook triggers some bot to tag the bug as
  pending to let others know that it is being worked on. This is not
  presently active for lighttpd, but we can activate it. I just don't
  happen to know how at the moment. I didn't find this worth spending
  time on thus far.
* When uploading the package, the changlog is forwarded to the bug
  tracking system and automatically closes the bug.

Therefore, please don't close bugs that are fixed in git. If anything,
tag them as pending (if fixed in packaging git) or fixed-upstream (if
fixed upstream). Please ensure that bugs are closed in debian/changelog.
You can either create the necessary changelog entry or use gbp-dch's
syntax, see man gbp-dch. Stefan prefers the latter.

I have created the necessary changelog entry for this particular bug. No
further action is needed here.
