From the utf-8(7) manpage: "The Unicode and UCS standards require that 
producers of UTF‐8 shall use the shortest form possible, for example, 
producing a two‐byte sequence with first byte 0xc0 is nonconforming. 
Unicode 3.1 has added the requirement that conforming programs must not 
accept non‐shortest forms in their input."


But lynx happily accepts such overlong sequences:

$ lynx -dump utf8.html
  If you see this, the parser accepts overlong UTF-8 sequences.

when a keymap definition is set it fails to assign even though there's a 
correct display update shown in the program afterwards.


The keys UPARROW and DNARROW were set in ~/.lynx/keymap to perform 
UP_TWO DOWN_TWO.


lynx was then started, hitting 'K' shows

"Up ArrowPREV_LINK make the previous link current
Down Arrow  NEXT_LINK make the next link current
Right Arrow DOWN_TWO  go forward two lines in the document
Left Arrow  UP_TWOgo back two lines in the document "

Attempting to use up and down arrow keys (not num keypad) fails, however 
the INS and DEL keys still work as expected in performing UP_TWO and 
DOWN_TWO.
