on Etch I'm seeing same issue as was reported for lprng, see #390687 - ie
on boot /var/run is cleaned up but masqmail's init script doesn't create
its' own /var/run/masqmail/.

I have /var/run mounted as tmpfs and thus it is not preserved across
boots. This doesn't work very well with masqmail however because it
doesn't recreate its /var/run/masqmail directory in the init script.

... I can't find this in policy or FHS though, so I don't know if this
is a requirement. I believe Ubuntu has switched to having /var/run as
a tmpfs, but I have no idea if they're correct.
