Because nobody did so -- the package is orphaned, it has no real
maintainer.

If you want, you can become one, or pay someone to become the gfax
maintainer, and update it.

The other option is just to wait and hope someone else gets interested
enough to do so. It seems someone already showed interest, see the
referred bugreport.
