I had the same problem - timeouts on sending packages.

I had to disable all options except 'tsize' to get it working:

/usr/sbin/tcpd /usr/sbin/in.tftpd --tftpd-timeout 300 --retry-timeout 5 
--no-timeout  --no-blksize --no-multicast   --maxthread 100 --verbose=5 
 /tftpboot
