Bug#231481: dpkg fails to stop distributed-net when upgrading and setting up

After apt-get upgrading distributed-net from Sarge (distributed-net version 
2.8015.46-10), the package unpacks, but 
then it hangs on "setting up distributed-net". Distributed-net version 
2.8015.46-10 was running in the background 
(as it usually is). I then manually killed distributed-net, and then apt-get 
was able to install and set up 
distributed-net just fine. So something needs to be added/fixed to properly 
stop any running distributed-net 
processes.
